download the .css file that the load-style.php file produces in WordPress

I copied some source code from the “view source” window on a WordPress webpage. I find this line:

The file load-styles.php produced this .css file. I try to download it. I copy this line in the address space of IE, but always download an empty file. I even used curl to download it but still failed. Later on, I find it’s so simple to get it: replace & to & and then put it in the address space. I get a file full of words :).
