关于安省24所公立大专的教职工罢工的流水账

        基本情况是安省公务员工会(the Ontario Public Service Employees Union (OPSEU))要求3年给教职工提一次工资,Ontario College要4年,还有其他要求。如果最后还是谈不好,就周三投票决定安省24所公立大专的教职工是否罢工。据闻有学校倡议学生周二罢课一小时以示抗议老师罢课。看新闻有个叫College Student Alliance的组织头头发言,估计是学生会性质的,记得有个学校员工罢课后,学生要求陪偿,估计是这类学生组织操办的。各方利益都有组织维护。  

       感觉这里罢工就像国内矿难一样频繁,矿难死那么多人都没见什么工会露面罢工之类,这里教职工待遇已经不错了,而且不能轻易裁员,还是威胁要罢课,这就是中国特色社会主义和西方资本主义的不同,社会主义国家提倡的是“政治觉悟”。 本人见得越多,“政治觉悟”越低。

        其实,我来后不久就TTC罢工,不过,对我影响并不大,我当时不坐公交车。这次罢工关系我的切身利益,如果老师罢工了,我按时完成的学业就有问题了,这是我最后一个学期了。

        今天看学校网站有封校长给学生的信,说,明天投票决定。如果决定罢工呢,5天后,既18号full-time的课程就全部取消了。学校还开放,图书馆等也开放。学生课程呢,等复工后会采取一些措施来弥补,比如,压缩课时,利用冬假,延长学期、改变教学方式等等。

        等明天看结果吧,不过,感觉这两天有的老师已经半罢工了,甚至罢工了,有的等了好久才来,有的根本不露面,也不说一下。 

        关于周二学生罢课的情况不知怎么样,我们不仅老老实实去上课,而且,在教室门外等了很久很久,还好,今天这俩老师最后都show up(露面)了。

按:昨天投票,今天收到学校通知了,57%的要求罢课,不过,工会建议到2月中旬再考虑罢工,政府邀请工会继续谈判,所以,罢不罢工还要看谈判进展如何。下面是我收到的学校的信,有兴趣的可以读一读。

Dear xxx,

As you know, the Ontario Public Service Employees Union (OPSEU) conducted a vote on January 13, to determine whether or not members of OPSEU for Academic Employees are in favour of a strike. The Academic Employees bargaining group includes full-time and partial-load faculty, librarians and counsellors at Ontario's 24 Community Colleges. The outcome of the vote was that 57% supported a strike mandate.

The Union must provide colleges with a minimum of five days notice of its intention to strike. OPSEU's website suggests any strike action will not occur until mid February, 2010.

The Council (the Bargaining Agent for colleges) is inviting the Union back to the table; negotiations may begin again as early as next week. We are hopeful that a negotiated settlement can still be reached.

For now, all classes will continue as usual. As negotiations continue, the College will communicate with students through myCentennial, email, our website, Facebook and the main telephone switchboard. We will also provide updates to the leadership of the Centennial College Student Association Incorporated (CCSAI).

In the event of a strike, students without internet access should call their program office directly. Call the College's main switchboard at (416) 289-5000 for the phone number.

A strike is never desirable. However, the College respects the bargaining process and the right of Union members to withdraw their services as a legitimate means of reaching a fair and equitable agreement. All of us at the College want to ensure the safety of those on the picket line and those crossing it. You will receive information on how to safely cross a picket line if the Union notifies the colleges that its members will strike.

While a strike means that all full-time classes will be cancelled, students will have access to Centennial's libraries, advising and assessment services, recreation and gym facilities and computer labs. Continuing Education classes will continue but there may be interruptions in schedules in some cases. All Support and Administrative staff will be on campus carrying out their normal duties, and they will be available to answer your questions.

A strike mandate does not necessarily mean that a strike will occur. For now, enjoy your semester and get involved in the myriad of activities open to you! Let me assure you that we will keep you posted as new information becomes available.

谈判又进入僵持阶段,今天工会方面给了个11日罢工的最后通谍,要求将工会提出的反案进行有拘束力的仲裁(binding arbitration),政府方面必须接受裁决结果。政府方面要求工会让教职工对政府方面提出的“最后方案(final offer)”进行投票表决。这就是看了各方的文件后,我的理解。链接如下,显然学校和工会口径一致,有兴趣的自己看看:

At the request of Ontario's 24 colleges, academic employees will vote to accept or reject the final contract offer on February 10. If the majority of faculty votes in favour of accepting the final offer, it will become the new collective agreement and there will be no strike. If they reject the contract offer a strike could begin on February 17.

意思是:10日教职工投票,如果大多数不接受Ontario's 24 colleges的最后方案,17日可能开始罢工。

按:试想没有通货膨胀,工资一直不动,大家都寂寞,现在好了,一轮一轮的谈判,看着很热闹,而且,一些矛盾就容易解决了,比如想降薪,只要涨的跟不上通货膨胀就好了,比直接减工资好办多了。

       国内现在通货膨胀,其实相当于大家减薪了,但大家基本没什么反应,如果是直接从工资里扣10%之类,估计都叫翻天了。

       难怪各个国家都选择让钱越来越不值钱,而不是反过来。

        刚CP24新闻说,投票结果目前是51%要罢工,不过还有300张票没有计进去。另外,电视新闻还给一个学生一个镜头,那个学生对着镜头不客气地说,你们教授(professor)如果想要高工资,就去干别的去,当教授就是这工资!

学校贴出通知,教职工接受新合同,不罢工了。 全文如下:

Faculty Accept New Contract - No Strike

Faculty at Ontario's 24 colleges have accepted the colleges' final offer and will not be going on strike.

On February 10, we announced that the unofficial result of the academic employee vote was 51.25 per cent in favour of accepting management's last offer. However, the official results could not be determined until all of the ballots, including segregated ballots and mailed-in ballots, were reviewed by the Ontario Labour Relations Board.

The Ontario Labour Relations Board has now advised us that the review of the ballots is complete and 51.45 per cent of academic employees voted in favour of the new contract.

This means there will be no strike and classes will continue as usual.
